The resulting gaps can remain visible only after major decisions have already been made.
This book reflects the author's independent professional observations and introduces the Construction Facilitator Authority, CFA, and the Client Requirement Booklet, CRB, as a proposed framework for improving the maturity, clarity, traceability, and assurance of Client Requirements during the early project lifecycle.
It examines how uncertainty can persist between Client intent, design development, specialist knowledge, cost, procurement, and contractual commitment even where established professionals are performing their conventional roles.
The framework is presented for professional consideration, discussion, testing, and continued development. It is not intended to replace the responsibilities of architects, engineers, project managers, cost professionals, contractors, specialists, legal advisers, or other established project participants.
Its purpose is to support a more structured understanding of Client intent, unresolved risk, and project information before major commitments are made, while encouraging the continued development of the CFA and CRB framework in cooperation and coordination with Octagon4S Innovation & Construction Inc.
