By the year 2260, the region formerly known as the United States of America has been fully replaced by the United World Order, a warmongering nation with the half-completed goal of global domination. Within the Order's reach, citizens are separated into Classes based on their results on a Skill Assessment, determining every aspect of their lives. Lucas Anderson comes from a Middle Class family, but a sudden Rebel attack causes his mother's job to be compromised. Jackson Jones is from a Lower Class family, where he isn't afforded a bed to sleep on or much food to eat. When surveyors for an anti-Rebel strike force known as the Elite Forces of the Council offer to hire them, they don't have much of a choice. Unfortunately for both of them, their Upper Class bully, Thomas Cook, is afforded the same offer. Though fighting for the Council seems okay at first, their first operation goes awry. Lucas chooses his morals over his orders, sending him on the run. In response, the force begins the hunt and pins him with the largest recorded bounty in the history of the UWO.
