Although Clan Wolf has defeated the Republic of the Sphere and taken charge of a war-torn Terra, many Terran citizens crushed beneath the ilClan's oppressive rule take matters into their own hands and strike back.

Tara Campbell, former Countess of Northwind and now a member of Clan Jade Falcon, attempts to curb the worst of her Clan's violent tendencies. Although weary of decades of conflict, she agrees to lead an ad-hoc unit to hunt down Republic partisans and convince them to lay down their arms.

But those desperate to keep the Republic's guttering flame alive have no wish to surrender to the Clans. In the North American city of Chicago, Republic veterans Adam Ingersoll and his sister, Aleska, have returned home after the brutal war against Clans Wolf and Jade Falcon. Though Aleska immerses herself in grad school, Adam joins an insurgency cell that finds itself in the crosshairs of Tara's mission to quell unrest on Terra.
