Peter Pettigrew, a timid and unassuming Air Raid Warden trainee in World War II, often escapes into daydreams where he imagines himself as a heroic figure battling dark forces. But when a city-wide blackout drill thrusts him into a real-life encounter with Nazi saboteurs and a mystical figure claiming to be the Sandman, Peter's courage is put to the test. Armed with nothing but a gas mask and his wits, Peter must stop a plot to destroy the Armory, discovering that even the most unlikely hero can rise to the occasion.
